I still don't see the "NEW" option.

I would post a picture but when I hit the insert image button, it comes up asking for a URL but doesn't give me the option to post from my computer.

It looks like that functionality doesn't exist out of the box but there are some mods I can potentially install to support that. I'll take a look at doing that when I get a chance.
