The only time the per capita argument should work is if you only use males of the NFL eligibility age. States with higher amounts old people, women, or ethnicities with no history of NFL experience will skew the numbers

California last year had the highest per capita of Major League Baseball players and it wasn't even close.

California does baseball much better than football.

California also has the most dinosaur/old people of any state in the nation. 😀
