2 things. Are there now 10 brackets or when they say 2A-4A private, does that meant classes 2A, 3A and 4A are private?

The privates 3A and below play in a separate set of playoffs. There was much wailing and gnashing of teeth because the privates with their advantage of not being restricted to a service area, were winning the vast majority of the state championships. I don't really pay much attention to the lower classes, but I think the public and privates can play each other during the season then the power rankings come into play for seeding in the separate playoffs. Don't hold me to that but I think that's right.
